David is a Partner specialising in construction and engineering work, both front end and dispute resolution. He leads the firm's public procurement offering. David is active in PPP, in particular advising the private sector, funders and at subcontract level in the NHS LIFT Primary Healthcare procurement initiative. Experience - David’s work involves advising on all aspects of procurement (both within the public and private sectors and in relation to any procurement of goods, services or works governed by the Public Contracts Regulations 2006 or the Utilities Contracts Regulations 2006) dealing with compliance issues, procurement processes, mounting and defending challenges to processes and awards and advising on grant funding and state aid issues. He advises on contract selection and drafting and the negotiation and agreement of packages of construction documentation to meet the various requirements of funders, developers, clients procuring construction work collateral to their main business, main contractors, specialist subcontractors and consultants of all disciplines. David also advises on complex and high value construction disputes in the Technology and Construction Court, in arbitration, mediation and in adjudication under the Housing Grants, Construction and Regeneration Act 2006. David is an associate member of the Procurement Lawyers Academic Network, a member of the Procurement Lawyers Associate and holds a PG Cert (Distinction) in public procurement law and policy from the University of Nottingham. He is an adjudicator accredited by The Technology and Construction Solicitors Association (Tessa).
